Demonstrate collaborative leadership by developing school vision, culture, and climate; provide purpose and direction for individuals and groups; demonstrate an understanding of issues affecting education; formulate strategic plans and goals with staff and community; set priorities in the context of community, student and staff needs; serve as a spokesperson for the welfare of all students in a multicultural context.
- 2-POLICY AND GOVERNANCE
- Develop and implement procedures for working with the local school governing body, in defining expectations, working relationships, and strategies for formulating school policy for internal and external programs; adjust local policy to comply with state, national and international regulation and standards; recognize and apply standards involving civil and criminal liabilities; understand state, national and international laws /standards, governing education including special education; understand alternative instructional designs, curriculum, behavior modification, and assessment; understand labor relations and collective bargaining
- 3-COMMUNICATIONS AND COMMUNITY RELATIONS
Articulate school purpose and priorities to the community and media; request and respond to feedback; demonstrate consensus building and conflict resolution; identify, track, address issues; set and carry out plans for internal and external communications; understand school as political systems; apply communication to strengthen community support; align constituencies in support of school priorities, build coalitions of support and set strategies for referenda; relate political initiatives to children and families; foster family and parental involvement in the education of their children.

Design curriculum and strategic plans for elementary, secondary and middle level students that enhance teaching and learning in multiple contexts; provide planning and methods for occupational trends, youth service programs and their educational implications; identify instructional objectives and validation procedures for curriculum units; align and sequence curriculum with valid and reliable performance indicators and testing to measure outcomes; describe a proper use of learning and information technologies.

Demonstrate knowledge of instructional management, research on learning and instruction, technology, and resources to maximize student outcomes; describe and apply research and best practices on integrating curriculum and resources for multicultural sensitivity and assessment strategies to help all students achieve at high levels.

Utilize a staff evaluation and development system to improve performance of all staff; select appropriate models for supervision based on adult motivation research; identify employee benefit packages; describe and apply legal requirements for personnel selection, development, retention and dismissal.
